+ HOW TO REGISTER YOUR PRESENCE IN ITALY

If you are a citizen of Ukraine, you can stay in Italy for 90 days without applying for a visa. If they have stamped your passport at the Italian border, your presence has already been reported to the authorities. If, on the other hand, the passport has not been stamped or the stamp has been affixed in another country, you must submit a “declaration of presence” to the authorities (at the police station or police station or at a police station command), possibly within 8 days from entry into Italy. If you are a guest of someone, the person who welcomed you must go to the police station, the police station or a police station command within 48 hours of your arrival. They must present a “Declaration of welcome” with a copy of their identity document and a copy of the identity document of the people hosted.

In some cases, the authorities (such as the immigration office at the Questura) receive two declarations (welcome and presence) at the moment of presentation at the offices.

At the time of presentation at the Immigration Offices of the Police Headquarters, you can also request an appointment to apply for the residence permit.

+ HOW TO OBTAIN A RESIDENCE PERMIT IN ITALY

If you are a citizen of Ukraine, you can benefit from the reception measures provided for in the CAS and the SAI, even if you are not an asylum seeker and do not have other qualifications required by the legislation for access to reception.

As a citizen of Ukraine, you can apply for a Temporary Protection permit. The Prime Ministerial Decree of 03/28/2022 has in fact established that citizens from Ukraine can apply for a residence permit for temporary protection lasting one year, starting from 03/04/2022.

It is up to the Questura to acquire requests exclusively for the following cases:

The Temporary Protection Permit will have a duration of one year, extendable by six months in six months, for a maximum of one more year, and ensures residence, health care, access to housing, the labor market, education. .

It will always be possible to apply for international protection (refugee status or subsidiary protection). This type of protection is recognized to those who flee from their country or from the country of habitual residence in the event of statelessness due to wars or persecutions based on nationality, ethnicity, political opinions, religion or belonging to a specific social group.

When you are at the police station, you can already express your intention to apply for international protection in Italy. Police officers can request fingerprints and photos of you to formalize your request and will provide you with adequate information regarding the refugee status determination procedure. You can ask entities that specialize in providing legal assistance to migrants to explain the procedure and what asylum entails

If you are an unaccompanied minor, you can apply for international protection or temporary protection. If you decide not to take advantage of any type of protection, you will be issued a special residence permit for minors to stay legally in a safe place (reception center) in Italy until you turn 18.

It will be possible to apply for other types of residence permits linked to family members who are already legal in the area (residence permit for family reasons). Depending on the situation, and given the emergency situation, the Immigration Offices may omit to request housing suitability and the legalization of the documentation proving the kinship.

+ HOW TO REQUEST ECONOMIC SUPPORT IN ITALY

+ HOW TO TRAVEL IN ITALY

If you are a citizen of Ukraine, you can travel for free on the national territory within 5 days of their entry into Italy to reach the first place of destination or reception on the trains of the Trenitalia company. You can find at this link the provision n. 876 of March 13, 2022, regarding this provision.

+ HOW TO ACCESS HEALTH SERVICES IN ITALY

In Italy, everyone can immediately access the emergency room, urgent or in any case essential outpatient and hospital care, even if undocumented, as well as free medical assistance at facilitated access clinics.

After having regularized your presence on the national territory, to access the Health Services and treatment you will instead have to request the issue of the STP code (Temporarily Present Foreigner) at the counters for the public of the territorial ASLs.

At the time of issue of the STP code it is possible, through the self-declaration of one’s state of poverty, to be exempt from paying the ticket for first-level or urgent health services, for the state of pregnancy, for pathologies or exempt subjects (for age or severely disabled).

The STP provides for the eventual payment of the ticket, between the ages of 6 and 64, calculated under the same conditions as Italian citizens. It has a duration of 6 months and allows you to obtain: health services and prescriptions, including medicines, to be paid for by the SSR by hospital health personnel; those in the 0-14 age group will be able to obtain the assignment of a Pediatrician of free choice; those in the 14-18 age group will be assigned a general practitioner.

+ HOW TO ATTEND SCHOOL IN ITALY

For access to schools, references can be made to the School Counters of the Municipalities. For those who are in the 6-16 age group and are subject to compulsory schooling, they can contact the school in the district of residence directly.

Attendance in schools is subject to regulatory obligations in the health sector, of which the LAW 19 May 2022, n. 52

If necessary, schools will be able to activate psychological and linguistic support.

+ HOW TO LEARN THE ITALIAN LANGUAGE

ASILS (Association of Schools of Italian as a Second Language) offers 2 free online Italian courses for people from Ukraine.

The first courses will begin on April 20, 2022 and will take place on Monday, Wednesday and Friday from 5.30 pm to 7 pm. It will be sufficient to register on this web page to obtain the access credentials.

+ HOW TO FIND ACCOMMODATION IN ITALY

If you have family or friends in Italy who can provide you with room and board, you can register your presence at the Police Headquarters of the city where they live through a declaration of hospitality. The Italian government is adding 16,000 places in existing reception centers for people fleeing Ukraine, where you will be provided with accommodation, food, water, clothing, shelter, legal and psychological assistance for you and your children. + HOW TO WORK IN ITALY

As foreseen by the Civil Protection Ordinance 872/2022, with the sole request for a residence permit presented at the Police Headquarters and linked to temporary EU protection, citizens from Ukraine can work both as a subordinate, even seasonal, and autonomous.
